Principles and Doctrines: Finding people to teach is a responsibility for missionaries and Church members.
When we think of missionary work, we immediately think of designated missionaries in a suit and tie to do the Lord's work. Well that is not true because it has been taught many times by many different latter day prophets that every member of our religion is a missionary. We need to work together as missionaries with the members on identifying those who need the gospel and those who will accept it.

D&C 123:12-13-There are many children of God here on this earth who have great potential in this gospel, but they do not know were to find the teachings of Jesus so they can come unto Him and partake of the Atonement
Inspirational Writings:
Fortunately, Missionaries do not carry alone the duty of finding people to teach. They also work with Church members to find investigators. The process of bringing new people into the Church is not the responsibility alone of the missionaries. They succeed best when members become the source from which the new investigators are found. We need to be sensitive of the members feelings and intuition toward potential investigators and work with them.
